High-tech industry-driven international student mobility: The case of Taiwan
This paper examines how Taiwan leverages international student mobility to address workforce shortages in high-tech sectors through targeted policy frameworks. Using a policy-focused approach, it explores how initiatives such as the New Southbound Policy integrate international education with talent cultivation and migration strategies. Drawing on cases from the semiconductor industry and Taiwan’s structural responses to global disruptions, the study traces the evolution of education–migration pathways from temporary mobility to long-term integration. Findings suggest that Taiwan’s model offers a replicable approach for ageing societies seeking sustainable, inclusive migration governance through internationalisation.
