The policy architecture and the internationalisation of the curriculum in Saudi higher education
This article examines Internationalisation of the Curriculum (IoC) as a key strategy in the transformation of Saudi higher education under Vision 2030. Rather than operating as an isolated policy, reform is shaped through an interconnected policy architecture involving national programmes, commissions, and institutional policies. The paper explores how this structure shapes IoC in Saudi higher education, examines the challenges influencing its enactment, and outlines implications for policy and practice.
